Ignite node must not communicate with a node removed from the Physical Topology

It is possible for a node to be considered DEAD due to a timeout (because it did not respond to a series of pings in a timely manner) even though the network channel is still operational. Currently, even after a nodes is removed from the Physical Topology, it can still send/receive messages.

This breaks an invariant that such a node must not be able to communicate with the cluster.
