LocalConfigurationStorage reboxes unboxed value

Issue detected by SpotBugs. Specifically the warning reported is:

M P BX_UNBOXING_IMMEDIATELY_REBOXED Bx: Boxed value is unboxed and then immediately reboxed in org.apache.ignite.internal.configuration.storage.LocalConfigurationStorage.lambda$lastRevision$6()  At LocalConfigurationStorage.java:[line 232] 

This might cause unwanted additional GC pressure.

Investigate whenever this is a false-positive and we should suppress it, or we should make a proper fix.

At the result of investigation corresponding TODO should be removed in spotbugs-excludes.xml
