Inconsistent discovery events happened in test

I saw this scenario happened during one of the tests running on TC
3 nodes were starting, 2 nodes successfully started, third node joined the grid and attempted to run partition exchange when coordinator failed second two nodes for some reason. At the same time remaining nodes did not receive any discovery events which resulted in test hang. (Relevant log exempt is attached, note the discovery events)
