Ensure partitioned tables do not allow mixed Kudu / non-Kudu partitions

The table creation code will be in flux, but we need to make sure we don't allow tabes with mixed kudu/non-kudu partitions. I'm filing a JIRA for this to make sure it doesn't get lost.
