[DOC] [cluster]SET_SYSTEM_TO_READONLY mode, data operation restrictions are not clear

In the current 0.14 cluster version, after setting the SET SYSTEM TO READONLY

mode in CLI, the restrictions on data are not very clear. For example, you can create storage groups, but you cannot create time series and insert data.
