Add compression and encoding type check for FastCompactionPerformer

In FastCompactionPerformer, there is no logic to judge whether the CompressionType or TsEncodingType are same or not between two candidate chunk, which will lead to a false case that there are two pages whose compression type are different in one Chunk.
