Thrift handler for handling client exiting event

We had JDBCServiceEventHandler but it is removed when we tried to fix the problem of Travis CI.

However, the EventHandler has the ability to release resources when a client disconnects to the server.

Therefore, we need to pick it back. And, add a similar handler for other thrift services, e.g., SyncService.
