Make ENCODING optional in create time series sentence

Currenly, then following sql can't be execute in command line

CREATE TIMESERIES root.ln.wf01.wt01.name WITH DATATYPE=TEXT

Though in doc, the default encoding method is NONE, but if we do not explicitly specify the encoding method,
it's failed in sql syntax check
