Decide what jackrabbit-standalone-components should expose as public API

Apache Commons VFS uses public methods of Classes that are part of jackrabbit-standalone-components (for testing purposes), but the baseline check is disabled here. We should decide about the public API we want to expose and introduce a baseline check.
