Support reproducible builds

According to http://maven.apache.org/guides/mini/guide-reproducible-builds.html

1. project needs to derive from ASF parent 23 for the newest plugins
2. project needs a timestamp property
3. configure bnd-maven-plugin (https://github.com/bndtools/bnd/tree/master/maven/bnd-maven-plugin#reproducible-builds)
4. upload buildinfo with https://github.com/apache/maven-artifact-plugin , see also discussion at https://github.com/apache/maven-apache-parent/pull/35
5. adjust https://dist.apache.org/repos/dist/dev/jackrabbit/check-release.sh to also crosscheck the build against same hashes after build
