Packages of authorizable content rely on a stable authorizable path

assume a package with content in /home/users/t/toby/profile_public
and a respective workspace filter just for the profile_public content.
if this package is to be installed in a repository, where the authorizables path is different, the installation will fail or produce the wrong results.
