Move Velocity, PHP, Perl portlet base classes to Portal Bridges

I've created a Velocity Bridge.
Going to move the PHP and possibly Perl portlets into bridges next.
Sorry if this is premature work for M1, but I had already started on it yesterday and its a relatively small task.
