Move the "move" action in the MultiLayoutPortlet out of doView and into processAction

Moved the "move" logic from the doView into processAction.
1. This makes more sense from an MVC standpoint.
2. I was seeing odd behavior where sometimes the move command was being called multiple times resulting in the target portlet being moved more than expected. This behavior should probably be researched further.
