InternalTopicManager may falls into infinite loop with partially created topics

In InternalTopicManager#validateTopics(topicsNotReady, topics), the topics map (second) does not change while the first topicsNotReady may change if some topics have been validated while others do not, however inside that function we still loop of the second map which may never completes then.
