CellarFeaturesSynchronizer should check the local states before adding a repository

The CellarFeaturesSynchronizer, during pull from cluster, always add the cluster features repositories, ignoring if the repository is already registered locally.
Adding an local exiting repository means refreshing repository, which refresh/restart bundles, resulting a set of cluster events, polluting the bundles and features states on the cluster.
