feature:repo-refresh doesn't work

    Description

      First, the feature:repo-refresh was not available at all due to a mistake in the service declaration.

      Second, the feature:repo-refresh fails, even with a valid URI:

      karaf@root()> feature:repo-refresh mvn:org.ops4j.pax.cdi/pax-cdi-features/0.9.0/xml/features
