Karaf Webconsole Restart does not properly restart

The Restart button on http://localhost:8181/system/console/vmstat does not restart properly.
The java process is still alive, but the webconsole no longer responds.

1. Downloaded the Karaf 4.4.3 from the official website.
2. Unzipped and modified the etc/users.properties
3. Started karaf and installed:

feature:install http
feature:install webconsole

Logged in into http://localhost:8181/system/console/vmstat and clicked Restart.
The console is attached as an image and the log file is also attached to the ticket.
