New descriptor wizard discovery cluster should not be required when address is specified

    Description

      The admin UI new descriptor wizard requires a cluster to be specified if a discovery address is specified. However, with the resolution of KNOX-1266, it's possible that the cluster is specified via the default alias named ambari.discovery.cluster, in which case a value is not needed in the descriptor itself. Therefore, this requirement should be removed.
