Major Description
In the 0.5.0 release, we changed the service registry to accept a list of urls per service regEntry in order to account for HA services.
The persisted representation of the registry then changed and older registry files only have url rather that urls.
We have to change this to accommodate both url and urls and convert from older to newer models.
