TS dies on "Unsupported Operation Type" after alter on a table with replication

    Description

      I tried running TestKuduSession with replication=3, and the alters fail. I see that many of the TS are dying on this line:

      F0529 15:12:31.862675 4965 tablet_peer.cc:378] Unsupported Operation Type
