More test/benchmark coverage for compaction policies

We have very little coverage of the compaction policy doing the "right thing". Most of the unit tests either manually call compaction (with FORCE_COMPACT_ALL) or don't actually verify that compaction's doing the right thing. Having some canned test cases and benchmarks would be nice.
