Add NoClassNameToStringStyle implementation of ToStringStyle

Placeholder ticket for github pull requests https://github.com/apache/commons-lang/pull/17 and https://github.com/apache/commons-lang/pull/40.

Using the example from ToStringBuilder, the output would look like this:

[name=John Doe,age=33,smoker=false]
