Add jaxb element for query failure error

    Description

      We should be able to capture the following in this jaxb object

      • The error code
      • User friendly error message
      • Parameterized user error message so that applications built on top can show it differently - for example : column could be replaced with its alias.
      • Detailed message - should capture all the required information to debug more.
