Add an alternative to FixedDateFormat.ISO8601_PERIOD with microsecond precision

FixedDateFormat.ISO8601_PERIOD is fantastic for one of my uses, as another system expects dates in the same format, but on java 9+ it would be helpful to have microsecond support for platforms which support it to retain order between events that occur in quick succession.
