Only include relevant licenses in the binary distribution (no licenses for jars used in tests, etc.)

This would be nice but it's more complex than 5 minutes to do in an automatic way and cherry-picking licenses for just this release will probably mean things will go out of sync, eventually. So I'll leave all the licenses for now and maybe fix it when I have some time (not a blocker for 9.0).
