switch Apache Resource Bundles from svn to Git

it will be probably easier to create a unique Git repo for every resources and one unique multi-module build and release

notice, the same way parent POM has changed groupId from org.apache to org.apache.apache.resources, other artifact may require to move (for staging rules)
