JIRA report should support taking JQL as configuration

JIRA supports using JQL to query for issues. The plugin itself compiles a number of different parameters into JQL. The best way for consumers who need finer grain control than what is provided would be to provide a way to override all (or most) parameters and just provide the raw JQL themselves.
