Building multiple projects from scratch using maven reactor fails due to enforcer plugin

    Description

      For some reason alpha-3 is trying to resolve all the dependencies of all child project when building parent projects in "reactor" mode, meaning that builds from scratch using "mvn instal" where no snapshots are available fail almost before they start in the first/parent project.

      This worked fine in 1.0-alpha-2, also there is not problem is projects are built individually, this only affects reactor builds.
