README mailing-list link incorrect

The github page https://github.com/apache/maven-enforcer has a link to Maven User List.

This is pointing at https://maven.apache.org/mail-lists.html - which gives a page not found. This should be https://maven.apache.org/mailing-lists.html   

Update the project README accordingly
