Deprecate 'rules' property and introduce 'enforcer.rules' as a replacement

The current property rules is the only one that does not use the enforcer.prefix. We can't really delete it (anytime soon), but we could deprecate it in favor of newly added enforcer.rules. This would make the name consistent with the rest of the properties.
