This is a meta-ticket which included a series of "blocked-on" tickets that we plan to cherry-pick into the release candidate.

If we decide not to include one of these tickets, we should unlink it from this ticket.

Only once all "blocked-on" tickets have landed and we have cherry-picked them onto a 0.28.0-rc2 branch should we close this ticket.
