Benchmark the v1 Operator API

Just like what we did with the v1 framework API, we need to benchmark the performance of v1 operator API.

As part of this benchmarking, we should evaluate whether evolving un-versioned protos to versioned protos in some of the API handlers (e.g., getFrameworks) is expensive.
