CMake build with `-DENABLE_LIBEVENT=ON` requires system-installed `openssl`.

    Description

      Trying to build with CMake with -DENABLE_LIBEVENT=ON on Ubuntu without openssl installed produces the following error message. On OS X, it doesn't know to use the brew installed openssl.
