Timer::cancel doesn't completely prevent spurious agent reregister loops

See https://reviews.apache.org/r/54909/ for the previous attempt to address this issue but Timer cancellation does prevent the already dispatched doReliableRegistration event from being executed and thus creating spurious agent reregister loops.
