goal aggregation prevents installation of plugins on the fly

    Description

      used to be able to do:

      m2 clean:clean install jxr:jxr
      on the jxr plugin, f.e., before it existed, but now the goal is searched for at the start. This shouldn't be necessary since they are only executed in order.
