mvn site does not use the plugin version from the pluginManagement section

    Description

      In the attached pom the pmd version specified in the pluginManagement is 2.3 but the one used when executing mvn site is the latest one in the local repository (in my case it was 2.2).
      When executing mvn pmd:pmd the newer version is downloaded from the remote repository.
