Missing settings.xml is silently ignores

    Description

      I have not checked maven 2.x behaviour, but recent 3.0-SNAPSHOT silently ignores settings.xml specified by -s or -gs cli parameters. Maven should fail the build the build if it can't read settings file explicitly requested by the user.
