Improve POM model with sections for qualityManagement and JavaDoc link

    Description

      The POM model was not enhanced in m3 for backward compatible reasons.
      Some users ask to add qualityMangement section (MPIR-149) and javadoc link (MJAVADOC-32).
      We need to have a plan to include them.
