configuration changes spawn an unreasonable number of checks on repository permission templates

After adding 128 repositories, then attempting to make a configuration change, I found that requests no longer completed in a reasonable amount of time. I found that when the configuration was saved, every field in every managed repository caused a resync of all managed repositories role templates.

Instead, it should do this only when changing an ID.
