Refactor to remove maven specific part from various repository/metadata apis

    Description

      The goal is to able to create new repostories type.
      The specific part will be moved to org.apache.archiva.metadata.repository.storage.RepositoryStorage
      Some part contains maven specific which need to be moved on maven2 modules.
