Site plugin should convert .fml files when working from xdocDirectory

In m1, by default the .fml files are found anywhere under ${basedir}/xdocs.

If the m2 site plugin is working from ${basedir}/xdocs, (or a configured 'xdocDirectory'), it should convert any .fml files it finds there.
