Iternazionalization element just uses the language part of specified locales

    Description

      It seems the plugin can not handle multiple countries with the same language, i.e. given the setting

      <locales>zh_CN,zh_TW</locales>.

      When the site is built, both zh_CN and zh_TW content goes into the zh directory.
