Markdown anchors are case sensitive in maven-site-plugin/Doxia but not in GitHub where they are lower-case only

With a markdown source such as :

# General

* [Codeline structure](#codeline-structure)

## Codeline structure

I see that the anchor works correctly when displaying the md file on github, but incorrectly when site plugin generates html.

The generated html for "## Codeline structure" is case sensitive :

<h2><a name="Codeline_structure"></a>Codeline structure</h2>

This should be generated as :

<h2><a name="codeline_structure"></a>Codeline structure</h2>

to be consistent with github.
