Ensure invocation of nextHandler.apply() in ValidatorTagHandlerDelegate when in wrapping-mode

Currently nextHandler.apply() is not invoked if the validator is disabled and it has no (or just an empty) validatorId or if the validator is enabled and it has no or empty validationGroups.
