Fix and Implement Hierarchical Aggregation

Check correctness and fix the implementation of current code. For transform, check Combine Transform whether the class is representing actual transform properly or not. For passes, modify the details and justify the steps of execution that it meets the logical process of the algorithm, as well as implement the other types of transforms. For data plane and execution, implement the data store, flow and partitioning on partial shuffle edge. Also, implement the proper allocation of executors to each task based on the hierarchy.
