Add Layer of Fidelity Based on the Level of Hierarchy

For each partial shuffle edges, annotate it by the level of hierarchy. Whenever the edge is executed, the fidelity will be controlled in the level of annotated value. Either modify the existing properties(Compression/Decompression Property), or create a new property. Also create a new annotation pass, or implement annotation in the aggregator insertion pass.
