Fix and Improve metric store logic

Runtime Master stores the metric file before every flushed metrics are arrived. So it is required to add the logic that waits until the every flushed metrics are arrived. 

And additionally add one feature for analysis. periodically flush metrics and store. it is required to prevent exceed the maximum size of gRPC message. and it can be used to more detailed analysis.
