DBCPConnectionPool does not accept http protocol in driver location

    Description

      Before NIFI-8429 it was possible to provide an HTTP URL for Database Driver Location(s) property on DBCPConnectionPool.
      NIFI-8429 introduced dynamicallyModifiesClasspath(true) for the property and it seems it does not handle http:// urls properly.
