Support CREATE TABLE for Oracle databases

The UpdateDatabaseTable processor has the capability to create a target table if it does not exist in the target database. However the database adapter used must support it, and the Oracle database adapters do not. Even though it would likely be a PL/SQL function, this is done "under the hood" and so could be supported by Oracle.
