Remove System Diagnostics menu option when in clustered mode

When in clustered mode, the System Diagnostics dialog doesn't make much sense as it doesn't give an accurate picture. It is better suited for the single node scenario.

When clustered, this information is better consumed in the Cluster view as it breaks the same information down by node.
